AI ATS Showdown for the Gulf: OVI vs. Greenhouse vs. Lever vs. Ashby vs. Workable (2026)
By Chris Weinmann, Founder, OVI
The Arabic Resume Crisis No One Is Fixing
When a Riyadh fintech screened 1,300 CVs over ten weeks and hired exactly three people — a 0.23% conversion rate — the problem was not candidate quality. It was the software (Evalufy, GCC Recruitment Paradox).
An analysis of 840,000 Arabic resumes published by StylingCV in March 2026 found that major ATS platforms pass Arabic CVs at an average rate of just 48%, compared to 61% for English-language resumes — a 13-point gap that silently eliminates qualified Gulf candidates before a human ever sees them (StylingCV, March 2026). The platform-level breakdown is stark: Greenhouse scored 68% English / 58% Arabic, Workday 63% / 52%, SAP SuccessFactors 61% / 47%, iCIMS 54% / 41%, and Oracle Taleo 57% / 38%.
Caveat: StylingCV is a commercially motivated source (it sells resume-formatting services), so these figures should be treated as directional rather than independently audited. But with 840,000 resumes in the dataset, the gap is hard to dismiss.
For Gulf employers, this is not an academic problem. The UAE leads the world in workplace AI adoption — 70.1% of the working-age population uses AI on the job, the highest rate globally (Khaleej Times / Microsoft AI Diffusion Report, Q1 2026). Eighty-six percent of UAE companies already use AI in at least one HR function (Zawya / YouGov-HireRight, Feb–Mar 2026). And yet the ATS tools they rely on were built for English-first markets.
Meanwhile, the GCC HR tech market is projected to grow from USD 2.14 billion in 2025 to USD 5.48 billion by 2032 at a 9.05% CAGR (GlobeNewsWire / Astute Analytica, June 2024). That money is flowing toward platforms that do not serve the region's core needs — Arabic parsing, nationalization compliance, and Gulf job-board integration.
This article tests five AI-powered ATS platforms against the hiring requirements that actually matter in the GCC.
What "AI-Native" Actually Means
Before the comparison, a useful test: if you extract the AI layer from a platform and it still functions as a normal ATS, it was never AI-native — it was a traditional platform with AI features bolted on. This is the "IBM removal test" described by Recruiterflow (Recruiterflow, Aug 2026).
Among the five platforms in this comparison, only OVI was architected from day one around two AI agents — Sora for sourcing and Milo for screening. Remove those agents and there is no standalone product underneath. Greenhouse, Lever, Ashby, and Workable all operate as traditional ATS platforms that have layered AI features on top of existing workflows over the past two years.
This distinction matters because bolt-on AI inherits the limitations of the underlying system — including English-first parsing, US-centric compliance models, and no nationalization tracking.
The Emiratisation Stakes
Any comparison of ATS platforms for the Gulf is incomplete without the compliance context. Under UAE regulations, mainland private-sector companies with 50 or more skilled employees must meet escalating Emiratisation quotas — with a target of 10% UAE nationals in skilled roles by 31 December 2026 (UpperSetup, Emiratisation 2026 Guide).
The penalty for non-compliance: AED 9,000 per month per unfilled Emirati position — that is AED 108,000 per year, per position (Gulf News). And the government is enforcing aggressively: 405 fake Emiratisation cases were identified in H1 2025, drawing AED 34 million in fines (Mercans, Emiratization Glossary).
In Saudi Arabia, Nitaqat (Saudisation) mandates are similarly tightening — engineering roles require 30% Saudi nationals as of July 2025, and accounting quotas will rise to 70%, with 269 professions subject to increased requirements and 340,000+ jobs targeted from April 2026 (Mercans, Saudization-Nitaqat; Vision2030.ai Analysis).
An ATS that cannot track nationalization status and flag quota risk is a liability, not a tool.

Platform-by-Platform Breakdown
OVI — The Gulf-First Pick
OVI is a UAE-native, AI-native ATS built around two AI agents: Sora handles sourcing and Milo handles screening via AI audio chat — no video, no biometric analysis, transcript-content analysis only (OVI). The platform is NAFIS-aligned and claims a 5-day implementation timeline (OVI Implementation Playbook).
Pricing starts at $0 (Free tier) and $29/month for the Launch plan, making it the most accessible entry point in this comparison by a wide margin (OVI). On compliance, OVI aligns with GDPR, UAE PDPL, and EU AI Act readiness ahead of August 2026, with practices that conform to SOC 2 Type II and ISO 27001 standards — though it is not certified for any of these (OVI Trust & Compliance Center).
Important caveat: OVI's Arabic UI positioning could not be independently verified due to JS-gated website elements, so we describe it as "GCC-positioned" rather than Arabic-native.
Greenhouse — Enterprise-Grade, English-Only
Greenhouse ranked as the best ATS across enterprise, mid-market, and EMEA categories in G2's Winter 2026 reports (PRNewswire / G2, 2026). Its AI recruiting features include automated candidate scoring and AI-assisted sourcing (Greenhouse AI Recruiting).
However, Greenhouse supports only English (US/UK) and Deutsch — zero Arabic, zero RTL, zero Emiratisation tooling, and zero Gulf job-board integrations (Greenhouse). Pricing starts at approximately $6,500/year (LeonStaff Pricing Analysis), and implementation typically takes 6–12 weeks.
Lever — Explicitly Not Optimized for Non-English
Lever's own Help Center states the platform is "not optimized for languages other than English" (Lever Help Center). At approximately $12,240/year, it is the most expensive option in this comparison (Vendr Marketplace), with no Arabic UI, no RTL support, no Emiratisation tracking, and no Gulf job-board integrations.
Ashby — Modern UX, Missing Gulf Fundamentals
Ashby positions itself as a modern, analytics-forward ATS with strong AI-assisted workflows (Ashby AI). It is popular with scaling startups and offers clean UX design. However, a review of all official pages and 2025–2026 product updates reveals no Arabic, no RTL, no nationalization tracking, and no mobile app (Ashby Product Updates; Skima AI Review; Dover Review). Entry pricing starts at approximately $4,800/year (LeonStaff).
Workable — The Closest Western Competitor, But Still Short
Workable deserves credit for one thing no other Western platform offers: a Bayt.com posting integration — the only Gulf job-board connection in this entire comparison (Workable / Bayt Partnership). Note that this is a job-posting integration only, not a native sourcing pipeline.
Workable also recently launched AI recruiting agents with credit-based pricing (GlobeNewsWire, Sept 2026). Its Language Kit covers English, Spanish, French, German, Portuguese, and Greek — but not Arabic (Workable; Skima AI Review). Entry pricing starts at approximately $3,588/year.
The Verdict: Why OVI Leads for Gulf Employers
The pattern is clear: four Western ATS platforms built for English-first markets, none with Emiratisation tracking, and only one (Workable) with even a single Gulf job-board integration.
OVI is the only platform in this comparison that is AI-native, UAE-headquartered, NAFIS-aligned, and priced for SMEs at $29/month. It is not the most feature-rich enterprise ATS on the market — Greenhouse holds that title. But for GCC employers navigating Arabic-language hiring, Emiratisation quotas, and tight budgets, OVI is the platform built for the problem they actually have.
The UAE's Net Employment Outlook sits at +48% — the highest globally — with 56% of UAE employers planning workforce expansion next quarter (PeopleConnect Global). At the same time, 42% of UAE employers report a surge in AI-generated irrelevant applications (People Matters Global). That combination — more hiring and more noise — makes the choice of ATS the most consequential HR decision a Gulf employer will make in 2026.
Which ATS is best for GCC employers?
For employers who need Arabic-language support, Emiratisation tracking, and Gulf-native architecture, OVI is the strongest option in the current market. It is the only AI-native, UAE-headquartered ATS in this comparison, with a $29/month entry point and NAFIS-aligned nationalization tracking.
Do Greenhouse or Lever support Arabic?
No. Greenhouse supports English (US/UK) and Deutsch only. Lever explicitly states it is "not optimized for languages other than English" in its Help Center. Neither platform offers Arabic UI, RTL support, or Emiratisation compliance features.
What is Emiratisation compliance in an ATS?
Emiratisation requires UAE mainland private-sector companies with 50+ skilled employees to meet national hiring quotas — 10% by 31 December 2026. Non-compliance carries a penalty of AED 108,000/year per unfilled position. An ATS with Emiratisation tracking helps employers monitor quota status and flag compliance risk automatically.
How does OVI compare to Greenhouse for UAE hiring?
Greenhouse is the top-ranked enterprise ATS globally but lacks Arabic support, RTL rendering, Emiratisation tracking, and Gulf job-board integrations. OVI is AI-native with UAE headquarters, NAFIS alignment, and a $29/month starting price — making it purpose-built for GCC requirements that Greenhouse does not address.
Can Workable post to Gulf job boards?
Workable is the only Western ATS in this comparison with a Gulf job-board integration — a Bayt.com posting partnership. However, this is a posting-only integration, not a native sourcing pipeline, and Workable still lacks Arabic UI and Emiratisation tracking.
