First in the Middle East: How Red Sea Global Is Using SAP Joule to Transform HR at Scale
By Chris Weinmann, Founder, OVI
Red Sea Global, the Saudi developer behind The Red Sea Project and AMAALA luxury eco-tourism destinations, has become the first organization in the Middle East and Africa to deploy SAP's Joule AI copilot for human resources. The July 2025 rollout marks a milestone in the region's adoption of AI-powered talent management — and a signal to HR leaders across the GCC that enterprise-grade AI copilots have moved from pilot programs to production-scale deployment.
Three AI Use Cases in Production
Joule is embedded directly within SAP SuccessFactors, Red Sea Global's existing HR platform. HR professionals interact with the copilot through natural language prompts, eliminating the need for deep technical training. The deployment currently spans three active use cases:
Automated job description creation. Joule generates role-specific job descriptions based on internal templates, competency frameworks, and organizational requirements — reducing the manual drafting cycle that previously consumed hours of recruiter time.
Streamlined candidate screening. The AI copilot assists talent acquisition teams in filtering and prioritizing applicants against defined criteria, accelerating the early stages of Red Sea Global's hiring pipeline. With the company onboarding more than 100 new employees per month, speed and consistency in screening are operationally critical.
Enhanced performance management. Joule supports managers in structuring performance reviews, generating evaluation summaries, and surfacing relevant workforce data — shifting time away from administrative overhead and toward strategic talent decisions.
SAP states that Joule can accelerate business processes by up to 90% in HR tasks. This is a platform-level capability claim based on SAP's broader enterprise benchmarks; Red Sea Global has not published independent metrics confirming that figure in its own deployment. What the company has confirmed is that the copilot is active across core business units and subsidiaries, with a full-scale rollout across all remaining subsidiaries planned.
Why Red Sea Global — and Why Now
The deployment did not happen in isolation. Red Sea Global and SAP share a four-year strategic partnership that began with core ERP and HR systems and has now culminated in the Joule AI rollout. Future expansion will extend Joule's capabilities to ERP operations and digital spend and procurement functions.
Sultan Moraished, Group Head of Technology and Corporate Excellence at Red Sea Global, framed the deployment in strategic terms: "Implementing Joule AI has empowered our HR teams to focus on strategic initiatives by streamlining repetitive tasks." He added: "Joule has redefined how our teams interact with HR processes."
The timing aligns with Red Sea Global's aggressive workforce scaling under Saudi Vision 2030. The company employs approximately 10,500 people across its operations and has achieved 50% Saudization — a flagship Vision 2030 milestone that requires sustained, high-volume local hiring. More than 1,000 young Saudi graduates have completed Red Sea Global's educational programs, including 386 who completed the company's Vocational Training Programme, building a local talent pipeline for entirely new luxury hospitality, eco-tourism, and health-and-wellness roles. AMAALA's health and wellness tourism operations track is the first of its kind in Saudi Arabia.
A Regional Signal, Not an Isolated Case
Red Sea Global's deployment reflects a broader trend across Saudi Arabia's enterprise landscape. According to a November 2025 SAP-commissioned survey conducted by YouGov, 81% of Saudi enterprises are already deploying industry-specific AI solutions. Saudi Arabia's AI HR market is projected to reach SAR 1.8 billion, driven by giga-project hiring demand and Vision 2030's nationalization targets.
For HR leaders evaluating AI copilot strategies in the GCC, the Red Sea Global case offers a concrete reference point: a large-scale, multi-use-case deployment running in production on a mainstream enterprise platform, with a clear path to expansion beyond HR into broader business operations.
What This Means for GCC Talent Infrastructure
Red Sea Global's deployment raises the bar for what GCC employers should expect from their talent technology stack. Enterprise copilots like SAP Joule address process automation within existing HRIS platforms. For organizations that need purpose-built AI recruiting infrastructure — sourcing, screening, and candidate management designed specifically for GCC hiring workflows — platforms like OVI offer a complementary approach. OVI's AI sourcing agent Sora and screening agent Milo are built for the region's hiring dynamics, starting at $29/month for employers scaling their talent pipelines.
What is SAP Joule?
SAP Joule is an AI copilot embedded across SAP's cloud solutions, including SAP SuccessFactors for HR. It enables users to complete tasks through natural language prompts — asking questions, generating content, and navigating workflows conversationally rather than through traditional menu-driven interfaces. SAP states that Joule can accelerate business processes by up to 90% in HR tasks.
How does Red Sea Global use SAP Joule for hiring?
Red Sea Global uses Joule for three HR functions: automated job description creation, streamlined candidate screening, and enhanced performance management. HR teams interact with Joule through natural language prompts within SAP SuccessFactors across a workforce of approximately 10,500 employees, with plans to extend Joule to all subsidiaries and to ERP and procurement operations.
What is Red Sea Global's Saudization target?
Red Sea Global has achieved 50% Saudization, aligning with Saudi Arabia's Vision 2030 national workforce development goals. The company hires more than 100 employees per month and has trained over 1,000 young Saudi graduates through its educational programs, including 386 who completed the Vocational Training Programme.
How does this relate to Saudi Vision 2030?
Saudi Vision 2030 is Saudi Arabia's national economic diversification program, which includes aggressive workforce nationalization targets and technology adoption mandates. Red Sea Global's deployment of SAP Joule for HR supports Vision 2030 by demonstrating how AI can help large Saudi employers manage rapid hiring, maintain Saudization targets, and build new career pathways in sectors like luxury tourism and wellness hospitality.
