Saudi Arabia has claimed the top spot in the Public Sector AI Adoption Index 2026, a study by Public First and the Center for Data Innovation surveying 3,335 public servants across 10 countries. The Kingdom scored 66 out of 100 — eight points ahead of Singapore and India, both at 58 — and ranked first on all five measured dimensions: enthusiasm, empowerment, enablement, embedding, and education.
The scale behind that score is what makes it consequential for HR leaders. Saudi Arabia's public sector employs approximately 1.2 million people, and roughly two-thirds of them — around 800,000 workers — use AI tools daily. Nearly half have been doing so for more than a year. This is not a pilot programme. It is an operational baseline.
The Saudi Cabinet formally designated 2026 as the Year of Artificial Intelligence in March, and the Saudi Data and Artificial Intelligence Authority (SDAIA) issued national guidelines to standardise AI adoption across government agencies. Government spending on emerging technologies rose 56% year-on-year in 2024, with AI companies in the Kingdom securing $9.1 billion in funding across 70 deals. Over 664 companies now operate within the national data and AI ecosystem.
SAMAI's Architecture — From One Million Trained to Embedded Daily Use
The foundation for this adoption curve is the SAMAI programme. SAMAI 1 trained more than 1.1 million Saudi citizens with accredited AI certifications in 2025, with 52% female and 48% male participation, and a 70-30 split between employees and students.
SAMAI 2, announced at the International Conference on AI and Data Capacity Building (ICAN 2026) at King Saud University, extends beyond mass certification into sector-specific deployment. It targets AI literacy across 11 government ministries — health, finance, media, justice, industry and mineral resources, transport and logistics, education, human resources and social development, municipalities and housing, sport, and energy — with specialised training aligned to each ministry's operational needs.
The educational pipeline reinforces this at the entry level. Saudi universities now require a mandatory national cross-disciplinary curriculum for data and AI across all undergraduate disciplines. Graduates entering the workforce — public or private — arrive with AI fundamentals built into their degree, regardless of their field of study.
The key leap is structural: SAMAI 1 produced certification numbers; SAMAI 2 is producing embedded daily workflows. When over 11,000 AI specialists have been trained and a million citizens have completed foundational AI programmes, the public sector is no longer building capacity. It is operating at capacity.

When public sector workers move into the private sector — or when private companies compete with government agencies for the same talent pool — they bring a baseline expectation of AI fluency. ManpowerGroup's 2026 Talent Shortage Survey — covering 39,063 employers across 41 countries — found that AI Model & Application Development (20%) and AI Literacy (19%) have overtaken traditional IT & Data skills as the most difficult competencies to recruit for.
