Several reforms created the conditions for this acceleration. The driving ban was lifted in 2017. The Civil Status Law was amended to expand women's legal autonomy. Anti-harassment legislation was introduced between 2016 and 2017. By 2017, female university graduates outnumbered male graduates in Saudi Arabia — a pipeline that is now delivering experienced AI professionals into the workforce.
Saudi Arabia has also positioned itself institutionally: it was the first Arab nation to join the Global Partnership on AI and hosts UNESCO's International Centre for Artificial Intelligence Research and Ethics (ICAIRE).
